WE HAVE EIGHT CANDIDATES
HOA Election Ballots are scheduled to be counted at the September 29th Meeting HOA Meeting. Ballots will be mailed out by August 26. We have EIGHT candidates running for five Board positions. Each home owner may cast one ballot for each separate entity, with cumulative voting. That is, five votes may be cast on each ballot.

No Lack of Candidates
Over the last 10 years, we have never had this many candidates on the ballot. This is a very positive development. Normally, the Board has been running around looking for candidates as election nears. With many of the previous elections there were only five candidates on the ballot for five positions (and sometimes less than that).

NOTICE OF ANNUAL MEETING
DATE: Thursday, September 29, 2022
LOCATION: Cabana Clubhouse
REGISTRATION: 5:45p.m.
CALL TO ORDER: 6:00p.m.
The Annual Meeting of Members is set for Thursday, September 29, 2022 at 6:00p.m. at the Community Clubhouse, 4832 Cabana Drive, Huntington Beach, CA 92649. In accordance with the Associations Governing Documents, fifty-one percent (51%) of the membership must return a ballot for the quorum requirement to be met. The Annual Meeting will include voting on the five (5) open director seats and approval of last year’s Annual Meeting minutes.
Cumulative Voting
“Cumulative Voting” is permitted. Thus, for this year’s Annual Meeting, YOU ARE ENTITLED TO CAST A TOTAL OF FIVE (5) VOTES FOR DIRECTOR CANDIDATES. You are free to cast ONE (1) vote per candidate for up to FIVE (5) different candidates, or, if you elect to “cumulate” your votes, you may allocate all of your votes to the same candidate or spread them amongst the candidates.
The five (5) candidates receiving the highest number of votes will be elected to serve as Directors.

Candidate Statement
Rick Manning
I am new here and moved in last February. I attended my first HOA meeting in April. I made a couple
of suggestions about walkway and curb safety. The board asked me to join the Safety committee.
Since joining I headed the Security Camera project for the Board.
My background; I am a Square Dance Caller/Instructor and have been involved in that community
activity since 1973. I served in the Army Reserves for eighteen years rising to the rank of Captain.
My leadership skills along with wanting to see continued improvements to our HOA and community is
my only goal. ■ |
Candidate Statement
Robin Smith
My name is Robin Smith and I’m eager to announce my candidacy for a position on the HOA Board of
Directors. I’m looking forward to working harmoniously with both board members and volunteers as well as
our management team in an effort to make Harbour Vista a wonderful, safe and friendly place to live.
For those of you who don’t know me, I have lived here for 7 months, although my daughter lives in the area
with her husband so I have spent a lot of time visiting! My son lives in Arizona with his soon to be wife. In my
spare time I’m an avid reader, enjoy traveling, love to walk (just received a badge from Fitbit for walking 8K
miles), work hard at paying it forward to help the less fortunate and to save the Earth for future generations.
Board members need to know how to understand and plan a budget as well as grow our reserves for future
concerns, deal with disputes, discuss and carry out ideas and listen to and take-action on what the
membership suggests.
I believe my MBA in Marketing, 23 years of working in the field as well as managing, make me an excellent
candidate for the position. I am currently serving as the Chairperson of the Safety Committee and have
worked with other Boards in the past. Therefore, I know what this job entails and believe I have the necessary experience to do a worthy job.
These are some of my goals for the community:
- To make the community safe by keeping non-residents out, creating a camera system that will record
trespassers, thieves and destructive vandals. Make sure the physical property has sufficient coverage
for lighting, landscaping, parking.
- Assist residents in maintaining property values in this unpredictable market.
- Focus on increasing homeowner participation.
- Do a more complete job of communicating the rules and regulations to all residents.

Mariette van den Bersselaar
My name is Mariette van den Bersselaar (the longest name on the ballot!) and I am pleased to declare my candidacy for the Harbour Vista HOA Board of Directors.
My goals:
- Listen to the membership and resolve issues quickly
- Plan a realistic budget and stick to it
- Manage vendor commitments
- Bring the land lease purchase to completion
- Implement safety measures such as good lighting and safe walkways
- Focus on needed structural improvements: roofing, stucco and wood repairs
I served as Treasurer on the Harbour Vista Board from 2020 to 2021, during which time I successfully organized a solution to the lukewarm water issue that affected a great many units. I am an active member of the HOA land lease and finance committees.
My work experience is from the corporate world, where I worked as IS Director for a Fortune 500 company. I hold a BS in Information Systems and an MBA from the University of Redlands. After my retirement, I served for two years on the Board of Directors of the UCI chapter of OLLI (Osher Lifelong Learning Institute).
I have been an off-site homeowner in the Harbour Vista community for over 25 years. I am married to a wonderful husband, have two terrific daughters (one who lives at Harbour Vista), two grandchildren and one great-granddaughter.
Vote for me in the upcoming Harbour Vista HOA Board of Directors election! I will continue to work hard to uphold your confidence in me. ■

Background:
- 32 years of experience in design, construction of commercial and industrial buildings, currently hold California professional engineering license
- 5 years serving on the Board of Directors of Huntington Beach Newman Terrace HOA; serving as President for 2 of those years
- I've lived here since August 2020 and love it. I'm committed to making this my permanent home
Reasons I want to serve on the Board of Directors:
I want to serve on the Board of Directors because I'm eager to help make sure that our community stays safe, beautiful and competitive within the market. If elected, my goal would be to ensure that the dollars being poured in are spent in effectively and efficiently. I would make certain that funds are being accounted for. I would expect that all questions be answered for any expense: who, why what, when, where, how, and how much.
I recognize that our property value depends how beautiful the complex is, as well as being dependent on the monthly assessment. I intend to find ways to reduce the assessment without affecting the beauty of our property.
If elected, I will make changes in the following areas:
- Clearer and more effective communication
- Repair and maintenance issues – focusing on strategizing plans for improvements.
- Reviewing all existing contracts to investigate potential savings
- Being more responsive to members' requests and questions, and ensuring that concerns/requests are dealt with in a timely and efficient manner
- Verifying contractor work before installing final payment
- Balancing decisions between expenses versus benefits ■

JIll Perez (Incumbent)
My name is Jill Perez and I’d like to announce my entry for a place on the HOA Board of Directors. I hope to work with everyone involved to make Harbour Vista a great place to visit and a welcoming place to live & thrive.
In case you do not know me, I have lived here for 22 years and I’m very familiar with the HOA community and a current member of the board. I have two daughters that grew up here and I’m going to become a grandmother in December. I know a lot about the local schools as well. My husband, Ernesto has volunteered as a DJ for resident parties.
Board members need to know how to understand the budget. We must increase our reserves for all future interests, re-evaluate all vendors and ask for at least 3 bids for any job. In addition, my preference for the board members are people that live on-site not somewhere else!
Being in customer service for 35 years, I have a lot of people skills. I am currently serving as Chairperson of the Landscaping Committee and have worked with other groups in the past. Therefore, I know what this job entails and believe I have the necessary experience to do an outstanding job.
These are some of my goals for the community:
- To make the community a friendlier place to live.
- Create a safer environment where neighbors watch out for neighbors.
- Improve board relationships to work together.
- Improve Rules and Regulations to better fit our complex.

John Briscoe (Incumbent)
The Honorable John Briscoe, Trustee is an elected Trustee to the Ocean View School District, a seat he won in 2006. Mr. Briscoe is well educated with two advanced degrees and is currently a candidate for his Doctoral Ed.D. from National University. He has earned his M.B.A. from Claremont Graduate University, Peter Drucker School of Business, and his M.P.A. from CSULB California State University at Long Beach, School of Public Policy. He also possesses two undergraduate BA degrees in Psychology and Speech Communication and was awarded his Certificate of Honors at graduation from CSU LB. Professor Briscoe instructs Marketing at CSULB Long Beach State.
John Briscoe is a management expert having held senior-level positions at major US corporations including Kraft/General Foods Inc., Mars Inc., The Hain-Celestial Group Inc., Keebler/Bakeline Inc., and Jewish Big Brothers of Los Angeles. During his tenure at these world class organizations John was able to increase revenue and profit while maintaining a nurturing and stable work environment for the employees. Subsequent to his corporate roles he earned State of California license recognition as a Broker and opened his business in partnership with is wife in 1991. Debbie and John have served their clients faithfully since then in all matters related to real property asset management through Crestwave Property Management.
John is an active member of the community that elected him having served as a PTA volunteer, A YSO Soccer, Little League, School Site Council, and Grace Church worker. He is an Eagle Scout, Boy Scout Troop leader, and member of Rotary International, LA-5 El Rodeo. John has worked relentlessly to instill patriotism and flag education in our schools as well as the display of our National Motto, In God We Trust.
Trustee Briscoe is a sixth generation Californian with even more distant family roots to Baja California and Mexico. Two of his grandparents were immigrants to the US. John was born in Altadena, CA and his wife Debbie is a native of Escondido, CA where both of her parents were born in the early 1900's. John and his wife Debbie (45 years) have 1 son Tyler, age 33 and a National University MA + teaching credential gradute. John comes from a long line of elected family members with his great grandfather elected Mayor of Compton City and his grandfather serving two terms as Trustee on the Pasadena City College Board. John is proud to continue the family tradition in his 4th elected term/16 years of volunteer Trustee service.■ |

Yolanda Rangel (Incumbent)
My name is Yolanda Rangel, and I am excited to announce my candidacy for a position on the HOA Board of Directors once again. I am looking forward to continue to work harmoniously with other board members and volunteers. As well as with the, management team in an effort to continuously, make Harbour Vista a great place to live in.
For those of you who don’t know me. I currently sit on the HOA Board of Directors as Treasurer. I moved into our community a year and a half ago and have learned so much from the other board members as well as the residents. I have thoroughly loved my time here! I love the area, the people and the beauty around us.
I understand that members must know how to plan and understand the budget, manage the association finance, deal with disputes, discuss and carry out ideas, and listen to our community.
I know what the job entails being on the board now for a year. I believe I have the necessary experience to continue to do well. I am also currently part of the Parking enforcement committee, as well as the architectural committee.
My background is Law Enforcement and currently I am head of security over-seeing eight large properties in El Segundo. I have volunteered in the past taking care of my children’s sports team’s as treasurer for twelve years. As well as being the front person for a non-profit company and overseeing the finances for them as well.
I understand the current issues that Harbour Vista has. I have been part of helping to move things forward, as well as taking action on complaints as they arise and resolving them together. ■ |
Editor Notes
I talking to some homeowners, they were surprised that I was not running for the next term. I had announced this several months ago at the Board meetings. The reason is the Davis-Stirling Act will allow only one member of a household to hold a position on the Board at the same time. Mariette van den Bersselaar, former HOA Treasurer and my wife, is running this time from our household. I am endorsing her wholeheartedly. ■
