Roadway Paving
Roadway Paving Phase I
The first paving of Harbour Vista’s roadways and parking spacings was completed on Friday September 28th. Called phase I, it included Blackbeard Lane and the Grunion Lane entrance roadway. Two other phases will follow in consecutive weeks starting on Wednesdays.
Not Without Issues
Prior to start of the paving, the vendor NPG Corporation posted “no parking-tow away” signs at each parking space set and posted notices on each garage that was to be affected.

Unfortunately the original vendor map that Harbour Vista News published did not show some later added parking spaces in the first phase. Two additional assign spaces (31 and 32) and some visitor parking were added on the Grunion side at the inside turn. This was also true at the corner turn at Blackbeard Lane with some visitor spaces at Blackbeard Lago turn. To prevent residents vehicles from being towed, Board Secretary Candice Shultz delivered notices to each affected resident a couple of days prior to the start. She repeated this process by knock on doors on the day of the work prior to the 7AM start time. Candice open the fire gates and monitor the work as it was happening.
Old FaithFull
At the start of repaving the Grunion entrance roadway, NPG accidentally back up one of their trucks into the City fire hydrant and broke it off. This created a 50 foot geyser which was entertained many residents and those driving down Green Lane outside the complex. Because only the City could turn off this water supply to the broken Fire hydrant, this extended the show of "Old Faithful" as it was now called for more than an hour. On the positive, the Grunion entrance roadway received a new fire hydrant. Expense for this accident is covered by NPG insurance and will not be passed on to the HOA.
Grunion Gate Disabled For Now
During the repaving, the proximity control cables, imbedded in the Grunion entrance roadway that are used to open the exit gate when vehicle passes over them, were inadvertently pulled up and may have been broken. Until this resolved, the Grunion gate on both sides will remain open.
Significant Savings
Candice Shultz must be congratulated for accomplishing this job. Paving of the roadways has been an ongoing issue going back before 2012. None of the previous Boards were able even to start such a project, yet alone make it happen. Candice, who has many connections in the Asphalt business, was able to obtain a price for this work which is about 30% below the prevailing rates for labor and materials. She worked tirelessly to make this project happen and to make sure it will be accomplished correctly. The Newsletter want to express its hardy thanks and praise to Candice Shultz. ■

Cabana Gate Taking Longer
Members have notice that the Cabana Gate has been broken for considerable time shortly starting after the August 30th HOA meeting. Actually the gate was repaired promptly after it was broken by a car hitting it. When it was repairs, the Board discovers an exposed wire and that part of the track had rusted. The Board decided to keep the gate disabled until exposed wires were fixed and the rusted track replace. In the processing of getting the bid, there was delay in processing the quote. In the last couple of days, things have turned around. The rusted track and the broken conduit has been removed.
Editor Note: The Cabana Gate has been repaired as of 4 October 2018, just in time for the repaving of the Cabana roadway to starts onOctober 10th. It will be interesting if it is still working at the end of the construction on October 12th.

(SPRING) STREAM CLEANING
The Pilot

The creeks surrounding the Cabana and the 4861 Lago Buildings and its ponds were recently allowed to dry out. The landscapers then manually removed the muck, and power washed the rocks and creek beds. Completed on February 22, residents are now astounded that they can actually see the rocks and creek bed through the water-it is so clear.
S A  Landscape Proposal
For many years, the HOA has had proposals for pond-creek cleanup ranging $50,000 or more for one pond-creek system (Harbour Vista has several). These proposals always included expensive draining and waste removal. This year, S A Landscape suggested that if a pond-creek system were allowed to dry out by turning off the pump and water, they would provide a crew to remove the muck and power wash the rocks and creek beds. The HOA agreed to start the cleanup with an initial cost $7,500 starting w ith the Cabana/Logo pond-creek system. The other two ponds-creaks will be the same price each.
Not Without Some Bumps
During the drying out process of the pond-creeks, some residents complained about the mild smell. A couple members complained to the City. The City issued the HOA a warning for not informing them of this work.
Muck Problem
Another problem arose with disposal of the muck from the pond-creeks. It was originally intended to be used as fertilizer for the grass and plants. Unfortunately the material was too hard to be exhorted into the existing landscaping. Additionally, the HOA funded approximately another $1000for the landscapers to transport the material tothe citydump.
Continuing Effort
The HOA wants to wait a few months before tackling anther pond-creek system. Cleaning each system one at a time will make better use of the HOA cash flow. But it seems the Blackbeard Building pond-creek system will be the next candidate for this new “Stream Cleaning”.■
