In addition to the above, if a matter is sent to counsel for legal action or to a collection service for foreclosure or other actions, the owner will be responsible for any attorneys' fees and costs incurred by such action.

There are no “Property Transfer Fees” per say. They are called document fees. Usually when an escrow begins, the real estate company will contact the property management company to get the CC&R’s, By-laws, etc. These fees are negotiated between the buyer and seller of the unit through their real estate agents. Most of the time the seller pays but not all the time.
